Prelims - General Studies and CSAT

The prelims has two objective papers.

General Studies. This paper decides who qualifies for the mains. Its coverage has included:

  • History of India and the national movement, with the history of Assam
  • Geography of India, the world and Assam
  • Indian polity and governance, with the administration of Assam
  • Economic and social development, including the economy of Assam
  • Environment, biodiversity and general science
  • Current events of national, international and state importance

Aptitude (CSAT). It tests comprehension, logical reasoning, decision making, basic numeracy and data interpretation. The paper has been qualifying: clear the minimum mark, and the paper plays no further role.

Mains - the written stage

The main exam is a set of descriptive papers where you write answers in a limited time and word count. It has included:

  • An essay paper on broad social, economic and governance themes.
  • General Studies papers on history and culture, geography, polity and governance, economy, science and technology, environment, internal security and ethics, with Assam built into each area.

Assam examples raise the quality of almost any answer: flood management in the Brahmaputra valley for disaster management, tea and oil for the economy, and the Assam Accord for polity and internal security. Collect such examples as you study.

Practise writing within word limits and under time pressure. A complete, structured answer usually scores better than a long but unfinished one.

Eligibility and the services

Applicants have needed a graduation degree from a recognised university. Final-year students have generally been allowed to apply if they produce the degree by the date fixed in the notification.

The age limit is counted on a cut-off date in the notification, with relaxations for reserved categories and other eligible groups under state rules.

Assam recruitments have also carried conditions on residence and knowledge of the official language of the state. These clauses decide who can apply, so read them carefully in the current notification.

The exam fills several services. The best known are:

  • Assam Civil Service (ACS) - general administration and revenue posts.
  • Assam Police Service (APS) - entry at the Deputy Superintendent of Police level.
  • Allied state services - such as land and revenue, taxation, labour, cooperation and other departments.

Assam GK is tested in the prelims, it gives depth to mains answers, and it comes up again in the interview. Make it a standing subject.

  • The Ahom kingdom - founded by Sukaphaa in 1228, it ruled for about six centuries. Lachit Borphukan defeated the Mughals at the Battle of Saraighat (1671). The Moidams of Charaideo are on the UNESCO World Heritage List.
  • Colonial period - the Burmese invasions, the Treaty of Yandabo (1826) that brought Assam under British control, and the growth of tea and oil.
  • Modern Assam - the creation of Nagaland, Meghalaya and Mizoram out of Assam, the Assam Movement and the Assam Accord of 1985.
  • Geography - the Brahmaputra and Barak valleys, Majuli river island, floods and erosion, and the hills of Karbi Anglong and Dima Hasao.
  • Wildlife - Kaziranga (one-horned rhinoceros) and Manas, both UNESCO World Heritage Sites.
  • Culture - Bihu, the classical Sattriya dance rooted in the tradition of Srimanta Sankardev, and Assamese literature.
  • Economy - tea, petroleum with the Digboi refinery, silk such as Muga, and the state budget.
  • Administration - the capital Dispur, the Legislative Assembly, the Gauhati High Court, and the Sixth Schedule councils.

A study plan for APSC CCE

Prepare for prelims and mains together from the beginning.

Build the base. NCERT books for history, geography, polity, economy and science give you the national half of the syllabus.

Assam every day. Give one fixed hour to Assam history, geography, culture and economy. Revise the notes weekly.

Write early. From the second month, write a few mains answers daily and one essay a week. Add ethics case studies regularly.

Keep CSAT safe. A few comprehension and reasoning sets each week protect you from failing the qualifying paper.

Track state news. Assam budgets, schemes, flood management and major events are common question sources.

Mistakes to avoid

  1. Skipping CSAT practice. A fail in the qualifying paper ends the attempt.
