BPSC Exam: Pattern, Essay Paper, Stages & Eligibility

This is the change that matters most, and it puts BPSC in a specific place among the state services.

BPSC took the least common route. Where Uttar Pradesh and Karnataka added more General Studies, Bihar added an essay paper carrying the same 300 marks as a General Studies paper. That has three consequences worth planning around.

First, writing ability became a scoring subject in its own right. Three hundred marks for essays is a large block to leave to natural ability, and it is a skill that improves slowly and steadily rather than through last-minute effort.

Second, subject choice stopped mattering. Everybody now writes the same papers, so the old advantage of a strong graduation subject is gone and the competition shifts to coverage and expression.

Third, the essay rewards preparation that also serves the General Studies papers. Material on governance, social issues, the economy, education, agriculture and Bihar-specific development feeds both, which makes the essay less of an extra burden than it first appears.

Because commissions do revise these structures, and because BPSC has changed its scheme more than once in recent years, confirm the Mains paper list from the current notification before building a plan around it.

The Preliminary Examination is a single objective General Studies paper. It has generally carried 150 questions for 150 marks in two hours, and negative marking has been introduced in recent cycles after earlier cycles without it — a change that catches candidates practising on old papers. Confirm the marking scheme from the current notification.

Prelims marks are not carried into the final merit. The stage exists to shortlist candidates for Mains, so the target is a comfortable qualification rather than a maximum score.

The Main Examination is descriptive, and its papers fall into two groups.

The General Hindi paper is the trap in this examination. Its marks are discarded, which leads candidates to skip it entirely — and every cycle produces people with strong General Studies scores who are eliminated by a paper that contributed nothing to their rank.

It is not a difficult paper. It tests grammar, sentence correction, synonyms and antonyms, idioms, precis and short composition, and the bar is around 30 per cent. Two focused weeks with a standard grammar book, then monthly revision, is enough. The failures come from candidates who gave it zero weeks, not from candidates who found it hard.

Candidates who clear Mains face an interview, which does count towards the merit. Its weight relative to the written total is stated in the notification.

Two things carry disproportionate weight in the papers that count, and neither is covered by national study material.

The Bihar layer runs through both stages and both General Studies papers. What recurs includes:

• State history — ancient Magadha, Pataliputra, the Mauryan and Gupta connections, Nalanda and Vikramshila, the Pala period, and the freedom movement in Bihar including the Champaran Satyagraha and the 1942 movement.
• Geography — the Gangetic plain, rivers and the flood problem, districts, agriculture and soil, minerals and industry.
• Economy and administration — agriculture and land reform, migration, panchayati raj in the state, the state budget, and current schemes.
• Culture — Madhubani painting, folk traditions, festivals such as Chhath, and the state's literary figures.

Build this as its own subject with its own notes from the first month, one hour a day. Keep a running sheet of state schemes with the launch year, objective, beneficiaries and implementing department — it serves the objective questions, the descriptive answers, the essay and the interview.

On the essay paper, three hundred marks rewards method rather than flourish. What earns marks is a stated position, an ordered argument with clear sections, evidence that is specific rather than decorative, and control of length. Topics have drawn on governance, social issues, the economy, education, agriculture, technology and state development.

The practical routine is simple and almost nobody follows it: one full essay a week from the first month, written under time, and read by someone who will mark it honestly. Self-assessment of writing is unreliable, and the errors that cost marks are the ones you cannot see in your own work.

Because the essay is new relative to older guidance, past-paper material for it is thinner than for General Studies. Use the General Studies syllabus itself as your topic bank — almost any theme in it can be set as an essay.

The educational requirement is a bachelor's degree in any discipline from a recognised university. Individual services within the combined examination carry their own conditions, listed against the service rather than in the general clause.

The age limits differ by category and by gender under Bihar rules, which is unlike most national examinations where one band applies with relaxations bolted on. The minimum has generally varied by service, and the upper limit has been set separately for unreserved male candidates, unreserved female candidates and backward-class candidates, with a higher limit for scheduled caste and scheduled tribe candidates. Read the age table of the current notification rather than a single figure quoted elsewhere, because the categories genuinely have different ceilings.

A residence certificate governs claims to state reservation, and candidates from outside the state are generally treated as unreserved. Keep the certificate, category documents and degree marksheets ready before applying.

A plan built for the restructured Mains:

• Treat the essay as a subject, not an afterthought. Three hundred marks, one essay a week from month one, marked by someone else.
• Build the Bihar layer from day one as a separate subject with its own notes. It is the largest source of scoring spread and no national book covers it.
• Give General Hindi two weeks early, then revise monthly. It adds nothing to your rank and can end your attempt, which makes it the cheapest insurance available.
• Cover General Studies evenly. With no optional to lean on, a weak section is simply lost marks. Audit coverage monthly and work on the weakest area rather than the most comfortable one.
• Practise Prelims with the current negative marking applied, since older papers were set without it and the attempt habit that built is now expensive.
