What the exam recruits for and how it is organised

The Uttar Pradesh Public Service Commission conducts the Combined State / Upper Subordinate Services examination, universally called PCS, to fill administrative and police posts across the state government. The senior posts are Sub Divisional Magistrate in the provincial civil service and Deputy Superintendent of Police, and the same examination also fills Block Development Officer, Treasury Officer, District Commandant Homeguards, Assistant Commissioner and several other posts across departments.

As with the civil services examination nationally, candidates fill a service preference order and allotment happens by rank and preference together. Aiming specifically at SDM or DSP therefore needs a rank well inside the top band rather than merely a pass.

The cycle runs annually with three stages, and the gap from notification to final result usually stretches beyond a year. The Commission also conducts a separate Assistant Conservator of Forest and Range Forest Officer examination that shares the Prelims but has its own Mains and physical standards.

Vacancy counts, reservation rules and the post list change between cycles, and Uttar Pradesh has revised them more than once, so read the current notification for the numbers rather than a previous year's figures.

Prelims — two papers, only one decides the cut-off

The preliminary examination is held on a single day in two sessions. Both papers are objective and compulsory, but they do different jobs.

Negative marking of one-third applies. Paper 2 does not add to your score — you need roughly a third of its marks and nothing beyond that helps. The Prelims merit comes from Paper 1 alone, and Prelims marks themselves do not enter the final merit; the stage is purely a filter for Mains.

General Studies I covers the ground you would expect — Indian history and the national movement, Indian and world geography, Indian polity and governance, economic and social development, environment and ecology, general science, and current events of national and international importance. Alongside all of that sits a distinct block on Uttar Pradesh: the state's history, culture, geography, economy, panchayati raj and current developments.

Paper 2 covers comprehension, interpersonal and communication skills, logical reasoning and analytical ability, decision making, general mental ability, basic numeracy and data interpretation at roughly Class 10 level, along with Hindi comprehension.

Mains — six GS papers and no optional subject

This is the part that changed, and it changed the whole strategy. The Commission scrapped the optional subject and added General Studies papers in its place. Mains is now entirely descriptive across eight papers.

Broadly, the first four GS papers follow the familiar shape — history and culture, polity and governance, economy and science, and ethics — while GS V and GS VI carry the Uttar Pradesh and applied content the Commission added when the optional went. Read the syllabus annexure of the current notification for the exact division, because this structure is recent and the Commission has published clarifications on it.

Two consequences follow. First, there is no scoring advantage in subject choice any more — everyone is graded on the same papers, so competition moves entirely to answer quality and coverage. Second, General Hindi and Essay together carry 300 marks, more than any single GS paper. Candidates who write fluent Hindi still lose marks on grammar, precise writing and formal composition, all of which reward specific practice.

Candidates who clear Mains face an interview of 100 marks, giving a grand total of 1600. It is a personality assessment built around your application form — graduation subject, home district, work experience, service preferences — plus current issues in the state and the country.

Eligibility, age and the Uttar Pradesh layer

The educational qualification is a bachelor's degree in any discipline from a recognised university, with no minimum percentage. Certain posts inside the combined examination carry additional requirements — the police posts, for example, have physical and medical standards that the administrative posts do not.

The age band has generally been 21 to 40 years as on the cut-off date, which is notably wider at the top than the national civil services examination. Relaxations apply by category under state rules, and some posts have their own age tables. Both the band and the relaxations have been revised between cycles, so read the age clause of the current notification carefully.

Candidates may write the descriptive papers in Hindi or English, apart from the General Hindi paper itself. That option is a genuine advantage for Hindi-medium candidates and one reason many prefer the state examination to the national one. Choose your medium early and practise answer writing in it, because switching midway costs speed at exactly the wrong stage.

The Uttar Pradesh layer deserves treatment as a full subject: the state's ancient and medieval history and its dynasties, the freedom movement in the region, physical geography including rivers, forests, minerals and national parks, agriculture and industry, panchayati raj in the state, and current schemes and developments. National General Studies material does not cover any of it, and it appears in both stages.

A preparation plan for the new pattern

With the optional gone, the plan is simpler to state and harder to execute: every candidate reads the same syllabus, so depth and answer writing decide the rank.

Start with the NCERT foundation from Class 6 to 12 in history, geography, polity, economics and science. Read once for understanding, then a second time making notes you will actually revise. Only after that base is solid should you add standard reference books — adding them too early produces a shelf of half-read volumes and no retention.

Build the state layer in parallel from the first month rather than the last. One hour a day on state history, geography, culture, economy and schemes beats a panicked final month. Keep a running sheet of schemes with their launch purpose and beneficiaries, because that is the form the questions take.

Give General Hindi and Essay real time. Three hundred marks from a largely fixed syllabus is the most reliable block in the paper, and grammar and formal composition improve slowly. Most candidates postpone both and then find the marks gone.

Begin answer writing early. Mains is a writing examination across six General Studies papers, and knowing a topic is not the same as structuring 150 words on it under time pressure. One question a day from a topic you have just revised builds the habit without adding a separate study block.

Keep current affairs to a running thread — one newspaper daily plus one monthly compilation, with a state-focused layer alongside it. The trap here is collecting material you never revise; two passes over a thin compilation beat one pass over a thick one.
