HPSC HCS Exam: Stages, Eligibility, Haryana GK and a Preparation Plan

HCS selection moves through three stages. Each one filters candidates in a different way.

The prelims is a screening test. The commission calls only a limited multiple of the vacancies, category-wise, to the mains. So the target is a safe margin above the cut-off, not just a pass.

The final merit list is built from mains plus interview marks. Your rank and the preferences you fill then decide which service you get.

The number of questions, marks, duration, negative marking and the mains shortlisting ratio are fixed in the current HPSC notification. These details have been revised across cycles, so read the latest version before you plan.

The prelims has two objective papers.

Paper I - General Studies. This is the paper that decides your prelims rank. It has covered:

• General science and everyday science
• Current events of national and international importance
• History of India and the Indian national movement, with Haryana's history
• Indian and world geography, with the geography of Haryana
• Indian polity and economy, with Haryana's economy and administration
• Haryana-specific topics - society, culture, literature, heritage and current affairs of the state

Paper II - Civil Services Aptitude Test (CSAT). It tests comprehension, reasoning, decision making and basic numeracy. In HCS this paper has been qualifying - you must reach a minimum percentage, and its marks are not counted for ranking. Many strong GS candidates have failed the prelims only because they ignored CSAT.

The qualifying percentage for CSAT, the negative marking and the exact topic list are printed in the current notification. Confirm them before you start mocks.

The mains is a written, descriptive exam. You write answers within word limits instead of choosing options. It has included:

• Language papers in English and Hindi - essay, grammar, comprehension and writing skills in both languages.
• General Studies papers - covering history and culture, geography, polity and governance, economy, science and technology, and current affairs, with Haryana woven into each area.

Two points decide results more than candidates expect.

First, answer writing. Knowing a topic is not the same as writing a structured answer in the time allowed. Practise short, point-wise answers with an introduction and a conclusion.

Second, the language papers. Both English and Hindi carry marks that count in the merit. Candidates from an English-medium background often lose marks in Hindi, and the reverse is also true.

The list of papers, marks per paper, duration, word limits and any optional subject are set by HPSC and have changed over the years. Download the current mains syllabus and plan paper by paper.

The basic academic requirement has been a graduation degree from a recognised university. Final-year students have generally been allowed to apply, with the degree needed by a date the notification fixes.

Haryana adds a language condition. Candidates have needed knowledge of Hindi or Sanskrit up to matric (Class 10) level or higher. This is a common rule in Haryana recruitments and is easy to overlook.

The age limit is counted from a cut-off date given in the notification. Relaxations apply to reserved categories and some other groups. Reservation benefits are for domiciles of Haryana; candidates from other states have generally been able to apply in the general category.

A single HCS exam fills several services. The best-known are the Haryana Civil Service (Executive Branch) and the Haryana Police Service (DSP). The allied list has also included posts such as Excise and Taxation Officer, Block Development and Panchayat Officer, Tehsildar and others. Top ranks usually choose HCS (Executive) or DSP.

The qualification, age band, relaxations and the exact list of services are set in each notification. Confirm them there before you apply.

Haryana GK is not a small add-on in HCS. It appears in the prelims GS paper, in the mains answers and again in the interview. It is worth building as a separate pillar from the first month.

The areas to cover include:

• History - ancient sites, the battles of Panipat, Haryana's role in the freedom movement, and the formation of the state on 1 November 1966, when it was carved out of Punjab.
• Geography - districts and divisions, rivers such as the Yamuna and Ghaggar, climate, soils and crops.
• Economy - agriculture, dairy, industrial areas, and the state budget and economic survey.
• Culture - folk dances, music, fairs, festivals, dialects and literature.
• Administration - the governor, the council of ministers, the legislature, the High Court shared with Punjab at Chandigarh, and local bodies.
• Schemes and current affairs of the state.

Keep one notebook for this pillar and revise it every week. District names, new schemes and administrative changes are revised from time to time, so check them from official state sources close to the exam.

HCS rewards a plan that treats prelims and mains as one preparation.

Build the national base with NCERTs. History, geography, polity, economy and science at NCERT level cover most of the prelims GS paper and give you material for mains answers.

Keep Haryana GK in weekly revision. Treat it as a separate subject with its own notes.

Do not skip CSAT. Solve a few comprehension and reasoning sets every week. Check your level against the qualifying mark with past papers.

Start answer writing early. From the second or third month, write a few mains-style answers daily and check them against the word limit.

Practise both languages. Give English and Hindi a fixed weekly slot - an essay, a précis and some grammar.
