The SSC Stenographer salary is attractive for a Class 12 exam, which is why shorthand learners aim for this post. Through the Stenographer Grade C and D exam, the Staff Selection Commission recruits stenographers for central ministries, departments and offices.
Grade C stenographers are mostly at Level 6 and Grade D at Level 4 of the 7th Pay Commission pay matrix. This page explains the pay, the skill test, the work and the career path. Pay rules change over time, so check the current notification.
- Grade C is mostly at Level 6 (₹35,400 basic); some offices place it at Level 7.
- Grade D is at Level 4 (₹25,500 basic).
- The skill test is at 100 words per minute for Grade C and 80 for Grade D.
- Take-home pay also depends on DA, HRA and the city of posting.
Grade C and Grade D pay
| Post | Pay level | Starting basic pay | Pay range |
|---|---|---|---|
| Stenographer Grade C | Level 6 (Level 7 in some offices) | ₹35,400 | ₹35,400 - ₹1,12,400 |
| Stenographer Grade D | Level 4 | ₹25,500 | ₹25,500 - ₹81,100 |
The exact level for a Grade C vacancy is given in the post-wise annexure of the notice. Basic pay rises with the yearly increment and with promotions.
What makes up the salary
- Basic pay - fixed by the pay level.
- Dearness Allowance (DA) - a percentage of basic pay, revised twice a year by the central government.
- House Rent Allowance (HRA) - depends on the city of posting. It has recently been 30%, 20% or 10% of basic pay for X, Y and Z class cities, if government housing is not taken.
- Transport Allowance - a fixed monthly amount that depends on the pay level and city.
- Deductions - mainly the pension contribution (NPS, with an option for the Unified Pension Scheme) and other small deductions as per rules.
So take-home pay differs from city to city, even at the same level. The 8th Pay Commission has been set up by the government; when its recommendations are put in place, these figures will change.

How to build shorthand speed
- Learn one system well - Pitman for English is the most common; for Hindi, use the system taught in your institute.
- Start at 60 wpm and increase by 10 wpm only when you transcribe with few mistakes.
- Practise daily dictation of at least one hour, with transcription on a computer.
- Use legal and parliamentary passages, since official dictation uses such words.
- Check spelling and punctuation - errors decide pass or fail.

Where stenographers are posted
SSC stenographers work in central ministries and departments in Delhi, and in their attached and subordinate offices across India. Some posts are in bodies such as the Election Commission, the Central Vigilance Commission and other central offices.
The office is decided by your rank and preference. Since stenographers work closely with officers, the job gives a good view of how government works.
Pension after retirement
Central government employees who joined on or after 1 January 2004 are covered by the National Pension System (NPS), with 10% of basic pay plus DA from the employee and 14% from the government. Since 1 April 2025, they can choose the Unified Pension Scheme (UPS), which gives an assured pension of 50% of the average basic pay of the last 12 months after 25 years of service. Check the latest rules when you join.
