UPSC IES ISS is a combined exam for two Group A services - the Indian Economic Service (IES) and the Indian Statistical Service (ISS). It is held by the Union Public Service Commission (UPSC). IES officers work as economists in central ministries, and ISS officers handle official statistics, surveys and data across the government.

The exam has a written part of 1,000 marks and a viva voce of 200 marks. There is no separate prelims. The number of posts is small each year, so the competition is close.

Key takeaways
  • One exam fills two services - IES for economists and ISS for statisticians.
  • The written exam carries 1,000 marks and the viva 200 marks.
  • General English and General Studies papers are common to both services.
  • Vacancies and rules change each year - confirm them in the current UPSC notification.

Viva voce

Candidates who qualify the written exam are called for a viva voce of 200 marks. The board checks:

  • Depth in economics or statistics, especially topics related to Indian policy and data.
  • Awareness of current economic issues such as inflation, growth, trade and budgets.
  • Clarity, judgement and suitability for a policy role.

Final merit is based on the written marks and the viva together.

General English and General Studies

These two papers are common to IES and ISS and carry 100 marks each.

  • General English - essay, precis writing, comprehension and grammar. A clear, well-structured essay can make a real difference.
  • General Studies - current events, Indian polity, history, geography and general science, at a level expected of a graduate.

All papers must be answered in English.

Which service suits you?

The choice depends on your degree and interest:

  • If you enjoy economic theory, policy debates and writing notes on growth, trade or budgets, IES fits better.
  • If you enjoy data, sampling, surveys and statistical methods, ISS fits better.

A candidate can usually apply for only one of the two services in a year, so decide early and focus your preparation.

A simple study plan

PhaseFocus
Months 1-3Core papers - General Economics or Statistics - from standard textbooks
Month 4Indian Economics (IES) or Statistics III-IV (ISS), with Economic Survey and Budget notes
Month 5General English essay practice and General Studies revision
Month 6Previous papers, timed answer writing and viva preparation

How to prepare

Previous papers. Solve at least ten years of papers to understand the depth and style of questions.

Answer writing. For descriptive papers, practise writing structured answers with diagrams, equations and Indian examples within time limits.

Current economy. Read the Economic Survey, the Union Budget highlights and RBI reports. These help in Indian Economics, General Studies and the viva.

Statistics practice. For ISS, solve numerical problems daily. Speed and accuracy matter in the objective papers.

Exam-day plan. The written exam runs over three days with long papers. Plan time per question, attempt the ones you know best first, and leave a few minutes to revise each answer sheet.

Documents to keep ready

  • Class 10 certificate for date of birth.
  • Marksheets and certificates of graduation and post-graduation, year-wise where asked.
  • Caste, EWS, non-creamy layer or disability certificate in the format given in the notice, where relevant.
  • Photo identity proof, recent photographs and a signature scan for the online form.

Make sure your name and date of birth match across all documents. Mismatches cause trouble at verification.

Common mistakes

  1. Ignoring General English. The essay can decide close ranks.
  2. Only reading theory without writing answers.
  3. Weak Indian economy knowledge for IES.
  4. Guessing in objective statistics papers with negative marking.
  5. Using an old syllabus. Follow the latest UPSC notice.
