IAS vs IPS vs IFS salary
| Service | Starting level | Top post |
|---|---|---|
| IAS | Level 10 (₹56,100) | Cabinet Secretary - Level 18 |
| IPS | Level 10 (₹56,100) | Director General of Police and similar posts - Level 16/17 |
| Indian Foreign Service | Level 10 (₹56,100) | Foreign Secretary - Level 17 |
All Group A services join at the same level. The difference lies in the posts, the work and allowances - for example, Indian Foreign Service officers posted abroad get a special foreign allowance.
Promotion path in brief
- SDM / Assistant Collector - first field posting.
- Chief Development Officer or ADM - more responsibility in the district.
- District Magistrate / Collector - heads the district administration.
- Secretary / Commissioner in the State, or Deputy Secretary / Director at the Centre.
- Principal Secretary and Joint / Additional Secretary at the Centre.
- Chief Secretary of a State or Secretary to the Government of India.
- Cabinet Secretary - the senior-most civil servant.
Cadre and deputation
Every IAS officer is allotted to a State cadre (or a joint cadre) and spends most of the career there. Officers also go on central deputation to work in Union ministries in Delhi for some years, and can serve in international bodies. The pay level stays the same on deputation, with some extra allowances as per rules.
What a District Magistrate does
- Heads the district administration and coordinates all departments.
- Maintains law and order with the police and handles disasters.
- Oversees revenue, land records and elections as District Election Officer.
- Drives development schemes in health, education, roads and welfare.
This is often the most demanding and satisfying phase of an IAS career.
Pension
IAS officers who joined on or after 1 January 2004 are covered by the National Pension System, with 10% of basic pay plus DA from the officer and 14% from the government. Since 1 April 2025, they can opt for the Unified Pension Scheme, which assures 50% of the average basic pay of the last 12 months after 25 years of service.
After retirement
Many retired IAS officers continue public service as members of commissions, tribunals and regulatory bodies, or as advisers, as per the rules on post-retirement appointments. Others teach, write or work with non-profit groups, using their long experience of governance.
Why IAS is about more than salary
- The chance to shape policy and lead development of a whole district or State.
- Variety - work in revenue, health, education, industry, finance and more over one career.
- Respect and responsibility that few jobs offer.
- A private-sector job may pay more in cash, but few give the same public impact.

Common myths
- "IAS officers earn crores." No - salary follows the pay matrix; perks add value but not crores.
- "Top rank gets the highest salary." Pay is the same for all at the same level; rank decides service and cadre.
- "Salary jumps every year." It rises with yearly increments and bigger jumps at promotions.
