UPSSSC VDO is the recruitment for Village Development Officer (Gram Vikas Adhikari) in Uttar Pradesh, conducted by the Uttar Pradesh Subordinate Services Selection Commission. A VDO works at the block level with gram panchayats, helping to run rural development schemes on the ground.

The first thing to understand is that VDO is not a stand-alone exam. In the current system, you can sit the VDO main exam only if you hold a valid UPSSSC PET score - the Preliminary Eligibility Test that UPSSSC uses as the gateway to its Group C recruitments. No PET score, no VDO application.

PET first - the gateway you cannot skip

UPSSSC holds the PET for all its Group C recruitments. Candidates who take it get a score, and each later recruitment - VDO, Junior Assistant, Lekhpal and others - shortlists applicants from among PET score holders.

Two things follow for a VDO aspirant. First, you must take the PET in the right cycle. A PET score is valid only for a set period, and a VDO advertisement accepts scores only from a specified PET. Missing that PET means missing that VDO recruitment. Second, your PET score can decide whether you are called at all. When applications are very high, the commission can shortlist a limited multiple of vacancies from PET scorers, so a higher PET score is a real advantage.

Because PET is common to many UPSSSC recruitments, it is worth preparing seriously for it, not treating it as a formality. See our UPSSSC PET guide for that stage.

The PET cycle accepted, the validity of the score, and any shortlisting ratio are set in the current VDO advertisement. Check which PET is accepted before anything else.

The main exam - rural development is the core

PET-qualified candidates who apply sit the VDO main examination, an objective paper. The areas it has drawn on include:

  • Hindi - grammar and comprehension
  • General knowledge and current affairs, with Uttar Pradesh topics
  • Mathematics and reasoning
  • Rural development and rural society - the section that separates VDO from other exams
  • Agriculture, animal husbandry and related topics, at a basic level

The rural development portion is what makes this exam specific. It covers panchayati raj, the three-tier system, gram sabha and gram panchayat roles, and the main rural schemes - for housing, employment, drinking water, sanitation, livelihood and rural roads. A candidate who knows these schemes well has a clear edge, because this material is not in general GK books.

The number of questions, marks, duration, negative marking and the exact syllabus are set in the current advertisement and have been revised between cycles.

Eligibility and what a VDO actually does

The educational requirement has been Class 12 (Intermediate) or equivalent, along with a valid PET score from the accepted PET cycle. Some cycles have also set additional preferences or requirements, so read the eligibility section fully.

The age window is counted from a cut-off date fixed in the notification, with upper-limit relaxations for reserved categories. Reservation applies against Uttar Pradesh's own category lists, and benefits generally need UP domicile. Candidates from outside the state have usually been able to apply, but against the unreserved quota.

It helps to know the job before you commit a year. A VDO is posted at the block level and works with several gram panchayats - helping select beneficiaries, checking scheme work on the ground, maintaining records, and linking villagers with government programmes. It is field work in rural areas, not an office job in a city.

The qualification, PET requirement, age band with its cut-off date, and reservation rules are notification-specific. Read them in the current advertisement.

A preparation plan built on PET

Because PET comes first and covers much of the same ground, the plan starts there and adds VDO-specific work on top.

Prepare PET seriously. Its syllabus - Hindi, GK, mathematics, reasoning, current affairs, and topics like Indian history, geography and economy - is the base for the VDO main exam as well. A good PET score both qualifies you and helps in shortlisting.

Add the rural development block early. Make one notebook for panchayati raj and rural schemes: the name of each scheme, what it gives, who it is for, and the ministry that runs it. Revise it weekly. This is the section that other candidates underprepare.

Keep Uttar Pradesh GK in the same routine - districts, rivers, culture, state schemes and state current affairs.

Mathematics and reasoning reward daily timed practice. Hindi needs steady grammar practice - it is a scoring section when prepared.

In the last two months, take full-length VDO mocks and review each the same day. And keep an eye on the PET calendar - missing the right PET is the one mistake that no amount of study can fix later.

The rural schemes a VDO should know

The rural development section is built around government schemes, and the VDO's actual job is to run these schemes on the ground. Make a table of them and keep it updated. The main areas are:

  • Rural housing - Pradhan Mantri Awas Yojana (Gramin), which gives money to build pucca houses for rural families without one.
  • Rural employment - the rural employment guarantee programme (MGNREGA), which provides wage work to rural households on demand.
  • Sanitation - Swachh Bharat Mission (Gramin), for household toilets and village cleanliness.
  • Drinking water - Jal Jeevan Mission, for tap water connections to rural homes.
  • Livelihood - DAY-NRLM, which builds women's self-help groups and links them to credit.
  • Rural roads - Pradhan Mantri Gram Sadak Yojana, for all-weather roads to villages.

For each scheme, note four things: what it gives, who it is for, which ministry runs it, and the year it started. Questions come in exactly these forms.

Schemes are renamed, merged and revised from time to time, and benefit amounts change. Check the current name and provisions of each scheme from official sources before the exam, rather than relying on an older book.

Alongside the schemes, know the panchayati raj basics - the 73rd Amendment, the three tiers (gram panchayat, kshetra panchayat, zila panchayat), the role of the gram sabha, and who heads each level in Uttar Pradesh. This is a small, fixed body of material that almost always carries questions.

Frequently Asked Questions

Is UPSSSC PET compulsory for VDO?

Yes, in the current system. The VDO main exam is open only to candidates with a valid UPSSSC PET score from the PET cycle accepted in the advertisement. Without that PET score, you cannot apply.

What is the qualification for UPSSSC VDO?

Class 12 (Intermediate) or equivalent, along with a valid PET score. Some cycles have set additional requirements or preferences, so read the full eligibility section of the current notification.

What does a Village Development Officer do?

A VDO is posted at the block level and works with several gram panchayats - helping select beneficiaries, checking scheme work on the ground, keeping records and linking villagers with government programmes. It is field work in rural areas.

Which section is most important in the VDO main exam?

Rural development - panchayati raj, the roles of gram sabha and gram panchayat, and the main rural schemes. This material is not in general GK books and is where prepared candidates pull ahead.

Can candidates from other states apply for UPSSSC VDO?

Candidates from outside Uttar Pradesh have generally been able to apply, but reservation and relaxations need UP domicile, so they compete against the unreserved quota. Check the eligibility clause in the current advertisement.

Does the PET score affect VDO selection?

It can decide whether you are called. When applications are very high, the commission can shortlist a limited number of candidates from PET scorers, so a higher PET score is an advantage. Check the shortlisting rule in the current advertisement.
