Rajasthan VDO is the recruitment for Gram Vikas Adhikari (Village Development Officer) in the Panchayati Raj department of Rajasthan. It is conducted by the Rajasthan Staff Selection Board (RSSB), earlier called RSMSSB. A VDO works at the gram panchayat level, helping to run rural schemes and keep panchayat records.

The first thing to understand is the CET link. In the current system, the VDO recruitment is among the posts linked to the graduation-level Rajasthan CET. That means you need a qualifying CET score first, and your CET score can decide whether you are shortlisted for the VDO exam at all.

Key takeaways
  • VDO has been linked to the graduation-level CET - no qualifying CET score, no VDO application.
  • Eligibility has needed graduation plus a recognised computer qualification.
  • Rural development and panchayati raj in Rajasthan are the VDO-specific areas.
  • The CET link, exam pattern and eligibility are set in the current notification.

CET first - the gateway to VDO

Rajasthan now runs a Common Eligibility Test (CET) for many Group C posts. It is held at two levels - graduation and senior secondary. Posts such as Patwari and Gram Vikas Adhikari have been linked to the graduation level.

The flow for a VDO aspirant is:

  1. Take the graduation-level CET and reach the minimum qualifying marks.
  2. When a VDO recruitment is advertised, apply separately for it.
  3. The board shortlists a limited multiple of vacancies, in order of CET score.
  4. Shortlisted candidates sit the VDO main exam, followed by document verification.

So the CET score works twice. It qualifies you, and it also decides your place in the shortlist. When lakhs apply, a score just above the minimum may not be enough.

See our Rajasthan CET guide for that stage. The CET level accepted, score validity and shortlisting multiple are set in the current VDO advertisement and CET rules - check them before anything else.

Eligibility - graduation plus a computer qualification

The VDO eligibility has two parts that candidates must both meet.

Education. A graduation degree from a recognised university has been required.

Computer qualification. Along with graduation, the rules have asked for a recognised computer certificate or diploma. Certificates such as RS-CIT and O Level, or a computer-related degree or diploma, have been among those accepted. Many candidates miss this and become ineligible.

Candidates also need working knowledge of Hindi in Devanagari script and of Rajasthani culture, a standard condition in Rajasthan recruitments.

The age window is counted from a cut-off date given in the notification, with relaxations for reserved categories. Reservation benefits apply to bona fide residents of Rajasthan. Candidates from other states have generally been able to apply in the general category.

The list of accepted computer qualifications, the age band and the reservation rules are notification-specific. Read that clause in full - a missing certificate cannot be fixed after the last date.

The VDO exam - what it tests

The VDO main exam is an objective paper for shortlisted candidates. The areas it has drawn on include:

  • Rajasthan GK - history, art, culture, geography and economy of Rajasthan
  • General knowledge and current affairs, with Rajasthan events
  • Rural development and panchayati raj - the section specific to VDO
  • Reasoning and basic mathematics
  • Hindi and English - grammar and usage
  • Computer basics

The rural development portion is what sets VDO apart. It covers the 73rd Amendment, the three-tier panchayati raj system, the roles of the gram sabha and gram panchayat, and the Rajasthan Panchayati Raj Act. It also covers the main rural schemes - for housing, employment, sanitation, drinking water and livelihood. Rajasthan has a special place here: panchayati raj in India was first inaugurated at Nagaur, Rajasthan, on 2 October 1959.

The number of questions, marks, duration, negative marking and the exact syllabus are set in the current advertisement. RSSB papers have also used an extra option to mark for questions you skip - read the paper's instructions carefully.

What a Gram Vikas Adhikari does

It helps to know the job before you spend a year preparing for it. A VDO is posted at the gram panchayat level. The work includes:

  • Keeping panchayat records and accounts.
  • Helping to carry out rural schemes - checking work, selecting beneficiaries and filing reports.
  • Supporting the sarpanch and gram sabha in meetings and decisions.
  • Linking villagers with government programmes and certificates.

The VDO sits in the lowest tier of a three-tier structure. Above the gram panchayat is the panchayat samiti at the block level, and above that the zila parishad at the district level. Knowing how funds, plans and reports move between these three tiers helps both in the exam and in the job, because many questions are framed around who does what at each level.

It is a field job in rural areas, not a city office post. The role puts you close to how government works on the ground, and it is a common first government job for graduates in Rajasthan.

Because the job runs rural schemes, the exam tests them. Make a table of the main schemes - what each gives, who it is for, the ministry and the starting year. Schemes are renamed and revised, so check current names and provisions from official sources before the exam.

A preparation plan built on CET

Because CET comes first and shares much of its syllabus with the VDO exam, the plan starts there.

Aim for a high CET score. The CET syllabus - Rajasthan GK, general studies, reasoning, mathematics, Hindi, English and computer - is also the base of the VDO exam. A high score both qualifies you and improves your shortlist chances.

Get your computer certificate early. If you do not yet have an accepted computer qualification, complete it well before the VDO notification. It is an eligibility condition, not a bonus.

Add the rural development block. Make one notebook for panchayati raj - national and Rajasthan-specific - and for rural schemes. Revise it weekly. Other candidates often underprepare this.

Keep Rajasthan GK in daily revision. District-wise notes on forts, fairs, rivers, minerals and culture work well.

In the last two months, take full-length VDO mocks. For related exams with overlapping content, see the Rajasthan Patwari exam, and for the same post in another state, the UPSSSC VDO exam.
