ASEAN, SCO and QUAD – Notes with PYQs

ASEAN, SCO and QUAD – Notes with PYQs

India works with Asian countries through several groups. Three of them come up often in exams. ASEAN links India with South-East Asia. The SCO brings together Central Asia, China, Russia and South Asia. The QUAD is a four-nation group for the Indo-Pacific. Exams ask about their founding, members, headquarters and India's role. This post explains all three in simple words. It ends with 15 previous year questions.

Key Points (Quick Revision)

  • ASEAN was founded on 8 August 1967 by the Bangkok Declaration. Its secretariat is in Jakarta.
  • SCO was founded on 15 June 2001 at Shanghai. Its secretariat is in Beijing.
  • India and Pakistan became full members of the SCO in 2017.

1. ASEAN - an introduction

ASEAN stands for the Association of Southeast Asian Nations. It was founded on 8 August 1967 by the Bangkok Declaration, also called the ASEAN Declaration.

It had five founding members: Indonesia, Malaysia, the Philippines, Singapore and Thailand. Others joined later:

CountryJoined
Brunei1984
Vietnam1995
Laos and Myanmar1997
Cambodia1999
Timor-Leste2025

With Timor-Leste, ASEAN has eleven members. Its secretariat is in Jakarta, Indonesia. The ASEAN Charter came into force in 2008. Its motto is "One Vision, One Identity, One Community".

ASEAN also leads wider forums: the ASEAN Regional Forum (1994) on security, and the East Asia Summit (2005), of which India is a member.

2. India and ASEAN

India's ties with ASEAN grew step by step.

  • 1991 - India launched the Look East Policy.
  • 1992 - India became a sectoral dialogue partner.
  • 1996 - India became a full dialogue partner.
  • 2002 - the first ASEAN-India summit.
  • 2009 - the ASEAN-India Trade in Goods Agreement was signed; it came into force in 2010.
  • 2014 - Look East became the Act East Policy.
  • 2022 - ties were raised to a Comprehensive Strategic Partnership.

ASEAN is one of India's largest trading partners. It is central to India's Act East Policy and its link to the North-East.

3. SCO - an introduction

SCO stands for the Shanghai Cooperation Organisation. It grew out of the Shanghai Five, formed in 1996 by China, Russia, Kazakhstan, Kyrgyzstan and Tajikistan to settle border issues.

When Uzbekistan joined, the group became the SCO on 15 June 2001 at Shanghai.

  • Secretariat: Beijing, China.
  • Regional Anti-Terrorist Structure (RATS): Tashkent, Uzbekistan.

India was an observer from 2005 before becoming a member. It held the chair of the SCO in 2023 and hosted the summit in virtual format.

The SCO focuses on security, counter-terrorism, trade and connectivity. India uses it to engage Central Asia, though it has not joined China's Belt and Road Initiative, which is promoted in the group.

5. QUAD - an introduction

QUAD stands for the Quadrilateral Security Dialogue. Its four members are India, the United States, Japan and Australia.

  • It was revived in 2017 at a meeting of officials in Manila.
  • The first leaders' summit was held virtually in March 2021, and the first in-person summit in September 2021 at Washington.

The QUAD has no secretariat or charter. It is an informal group of democracies with a shared aim of a free, open and inclusive Indo-Pacific.

Its work includes the QUAD vaccine initiative, the Indo-Pacific Partnership for Maritime Domain Awareness, critical technology, climate and infrastructure. The navies of the four countries also take part in the Malabar exercise.
