Every year, just before the Union Budget, the government releases a big report on the economy. It is called the Economic Survey. 1. What the Economic Survey is

The Economic Survey is the government's annual report card on the economy. It looks back at the year that is ending. It explains how the economy did and why.

It covers growth, prices, government finances, trade, farming, industry, services and social sectors. It also gives an outlook for the coming year. This often includes an expected growth range.

The Survey also suggests policy ideas. Some of these later shape the Budget or new schemes. That is why economists and students read it closely.

Think of it this way. The Survey explains where the economy stands. The Budget then says how the government will earn and spend in the next year.

The Chief Economic Adviser heads the team that writes it. The CEA is an economist who advises the Finance Ministry.

The Department of Economic Affairs is one of the departments of the Finance Ministry. It also handles the preparation of the Union Budget.

3. History of the Economic Survey

The first Economic Survey was prepared for 1950-51. In the early years, it was presented along with the Budget documents.

From 1964, it was separated from the Budget. Since then, it has been presented as a separate document, usually a day before the Budget.

The format has changed over time. For several years, the Survey came in two volumes. One volume dealt with ideas and analysis. The other reviewed the year's sectors and data. There is also a statistical appendix with tables. The number of volumes and the layout are decided each year, so check the latest Survey for its current form.

States prepare their own reports too. These are often called the state Economic Survey or Economic Review. They are presented before the state budget.

4. What is inside the Survey

A typical Economic Survey has chapters on these areas:

  • State of the economy - GDP growth, savings and investment.
  • Prices and inflation - retail and wholesale prices.
  • Fiscal developments - government income, spending and deficit.
  • Monetary management - money supply, banking and credit.
  • External sector - exports, imports, foreign investment and foreign exchange reserves.
  • Agriculture, industry and services - sector-wise review.
  • Social infrastructure - health, education, employment and welfare.
  • Climate and environment - in recent Surveys.

Many chapters use data from other agencies. Examples are the National Statistics Office (NSO) for GDP and the RBI for money and banking.

In short, the Survey is advice and analysis. The Budget is a legal and financial plan that Parliament must pass.

6. Ideas that the Survey made famous

Some terms and ideas became widely known through the Survey. Exams sometimes ask about them.
